A Malaysian military contractor at the center of one of the worst U.S. Navy bribery scandals in history has pleaded guilty to bribery and conspiracy charges.

Leonard Glenn Francis entered the plea Thursday in federal court in San Diego, California.

Prosecutors say the chief executive of a Singapore company that serviced Navy vessels bought classified information that allowed his company to overbill the U.S. military by at least $20 million.

They say he provided lavish hotel rooms, prostitutes and plane tickets to Navy officials who helped.

Two Navy commanders and a petty officer have also pleaded guilty in the case. One captain is still fighting the charges.

Francis faces up to 25 years in prison. He and his firm also must forfeit $35 million.
