Immigration and Customs Enforcement officials repeatedly broke the law in Massachusetts and Rhode Island earlier this year, a senior U.S. district judge has ruled.
"You understand that I found you and the people you were acting in concert with acted illegally, and have also violated the law?" Judge Mark Wolf asked Thomas Brophy, acting Boston field director for ICE's removal operations, The Providence Journal reports.
"I do now, yes," Brophy said.
The newspaper says Wolf made Brophy watch a video of a sobbing ex-detainee reuniting with her teary-eyed son after she was released from custody. The reunion came after Wolf ruled the government broke the law by not giving her a chance to submit information challenging her detention.
"Do you see when you look at that video . . . that when the government breaks the law, it can have profound human consequences?"
"I do," Brophy said.
