40 States Aim to Thwart Russian Hacking in 2018

The congressional Democrats blasting Trump administration officials for not doing more to prevent another round of Russian election hacking in 2018 might be overlooking an important point: Voter registration databases and vote-tabulation systems are maintained by state and local governments, not by any federal bureau.

"We've had more than a year to get our act together and address the threat posed by Russia and implement a strategy to deter future attacks," ranking Senate Intelligence Committee member Sen. Mark Warner, D-Va., lectured U.S. counter-intelligence officials Feb. 13. "We still do not have a plan."
