Fox News host Bill O'Reilly says President Barack Obama seems to have no idea the "civilized world" is losing the fight against the Islamic State (ISIS).

"Is President Barack Obama delusional?" he asked in opening Monday's "O'Reilly Factor."

"History will record that the two biggest deficits of the Obama administration were the failure to create a robust economy and the president's retreat from the terrorist battlefield," O'Reilly said.

Obama has never had a real strategy for dealing with ISIS, he said, and his cluelessness was underscored when Obama declared that ISIS is being "contained" just hours before the deadly Paris attacks.

"So Republicans now have an opportunity to make a campaign issue out of ISIS," O'Reilly said. "It's clear most Democrats will not stop backing Mr. Obama on the issue."

O'Reilly also answered Obama's challenge on Monday for anyone opposing his ISIS strategy to detail his own.

O'Reilly said NATO should immediately declare war, including ground troops, bombings, no-fly zones, border security for Turkey, Jordan and Iraq and a central command and control center based in Europe.

The 28 NATO nations can launch tactical strikes both on the ground and in the air "that will crush these people," he said.
