The new prime minister like Maliki, is a Shiite but is viewed as a leader able to draw support from Iraqi Sunnis and Kurds. Unanswered in the government shakeup is the question of who will militarily defeat the ISIS? Forming a government of national unity will be an enormous challenge because Abadi will have to balance expectations from the United States and Iran, both of which have signaled support for him, and build confidence among disenfranchised groups. He will also have to rally the nation to repel the ISIS. But he will have little time to do those things.
