Syrian officials have vowed to retaliate against Israel for last week’s air strikes on military targets inside Syria. But the regime of Bashar al-Assad is unlikely to make good on these threats. Letting Israel get away with the strikes may be dangerous for Syria, but retaliation would be more dangerous for two main reasons.
