Satellite images show that North Korea has followed through on its threat to reconstruct and restart its nuclear reactor at Yongbyon to make plutonium for more nuclear weapons. If the United States does not respond by pushing for negotiations with North Korea, it will be tantamount to accepting North Korea as a nuclear weapons state, something that four successive administrations have strongly opposed.
