Reports surfaced this week that China is planning the development of a nuclear missile system that can be hidden in underground tunnels and transported by train, making it much more difficult for the West to monitor than a land-based system. Coming on the heels of major strides made last year in the development of its nuclear program, the new reports raise serious questions about China’s claim that its nuclear arsenal is only for defensive purposes, and would never be used for an offensive strike on any nation.
