The Ukrainian peace accord struck Thursday in Belarus stems from one simple demand: an end to the fighting between Ukrainian troops and pro-Russian separatists that’s killed thousands of people.

Beyond that, the agreement hammered out in Minsk by the leaders of Ukraine, Russia, Germany and France to end the 10- month conflict expands on a failed truce dating back to Sept. 5. Here are the key points:

The document signed by the Ukraine contact group, comprising Ukraine, Russia, rebel representatives and the Organization for Security and Cooperation in Europe, provides for a cease-fire from midnight on Feb. 15 and the establishment of a 50-kilometer (31.3 miles) buffer zone between the sides.

Withdrawal of heavy weapons from the conflict zone should start no later than the second day after the cease-fire and be completed within 14 days, with the buffer extended to 70 to 140 kilometers for missile systems. The rebels are to pull back their weapons from the frontline as it was on Sept. 19, when a previous Minsk agreement was signed, while the Ukrainian army must withdraw their heavy armaments from the current frontline in a process overseen by the OSCE, according to the document.

Ukraine will start to regain control over its border with Russia in rebel-held areas of Donetsk and Luhansk the day after regional elections. It will have full control by year-end under the accord, once constitutional changes are enacted that include decentralization and a permanent special status for the two regions.

The agreement also provides for an amnesty for all involved in the conflict and for all “illegal” groups to disarm. Ukraine is to restore economic ties with the rebel areas including banking links, pensions and social benefits.

At least 5,486 people have died in the fighting since April and 12,972 have been wounded, according to the United Nations.
