GENEVA (AP) — North Korea's foreign minister says his country will "never ever be bound" by U.N. resolutions critical of its human rights record.

Ri Su Yong told the U.N. Human Rights Council in Geneva that any resolutions against the reclusive Communist country will only be "proof of partiality and double standards."

In translated comments of his remarks Tuesday, Ri said North Korea will no longer take part in international sessions that single out its human rights record "for mere political attack."

A U.N. human rights expert on North Korea last month issued a report that was critical of the country's record on human rights, which is to come up for review later in the four-week Human Rights Council session.
