Rudy Giuliani says Democratic presidential candidate Joe Biden is not smart enough to be president.
"He's intellectually unable to be president of the United Stated," Giuliani told Hill.TV. "I don't think the guy's smart enough to be president of the United States. I've known Joe for a long time."
The former New York City mayor has made similar comments before – Giuliani in early July called Biden a "backslapper" and "shoulder grabber" who was going to self-implode at some point.
Giuliani on Monday also pushed for an investigation into Biden's dealings with Ukraine and China. Biden was vice president and a key U.S. policy figure in 2016 when he urged Ukraine to fire its top prosecutor with the threat of withholding U.S. aid. Son Hunter Biden held a position with a Ukranian energy company, Burisma, at the time.
Biden, according to Giuliani, called Ukraine's president and demanded Viktor Shokin, the prosecutor reportedly investigating Burisma for corruption, be fired, threatening to withhold a $1.2 billion loan guarantee from the U.S. if it did not happen.
Shokin in April told The Hill he had made "specific plans" for the probe, including "interrogations and other crime-investigation procedures into all members of the executive board, including Hunter Biden."
"I would like to emphasize the fact that presumption of innocence is a principle in Ukraine," he added.
