Sen. Ted Cruz said President Barack Obama's speech on fighting the Islamic State (ISIS) did not hit hard enough.

Instead, he said, the speech was more of Obama's old approach to the crisis, which the Texas Republican called "fundamentally unserious." He appeared on Fox News Channel's "The Kelly File"  after Obama had delivered his remarks.

The first part of the remarks were devoted to "a defense of the failed Obama-Clinton foreign policy," said Cruz, referring to Obama's former Secretary of State Hillary Clinton.

Obama's leading-from-behind strategy "has led to most of the world being on fire," he said.

The president sought to diminish the threat of ISIS, saying the group is primarily a regional threat, Cruz charged. He suggested Obama should have said ISIS is made up of radical Islamic terrorists who have declared war on the United States, and "we will respond with overwhelming air force to take them out."
