Report: Senate Bill Repeals Most Obamacare Taxes, Keeps Subsidies for Low Income

The Senate version of the bill to replace Obamacare sticks closely to the House-passed bill, but repeals most of the taxes imposed by the Affordable Care Act — and it would tie subsidies to income, not age.

The Washington Post, citing a "discussion draft" circulating on Capitol Hill Wednesday, said the Senate version repeals all of Obamacare's taxes except those on the so-called "Cadillac plans" provided by employers that exceed typical coverage.

Also the Senate bill would keep subsidies based on income, as they are in Obamacare, rather than on age, as they are in the House bill. The Senate bill also takes a more gradual cut to Medicaid expansion while making deeper long-term cuts, according to the Post.

The plan takes out language that would restrict federal funds for plans that cover abortion, since that could hurt the effort to pass it under "budget reconciliation" rules that require a simple majority vote.

Still, the Senate plan would defund Planned Parenthood.

More changes are expected before the bill comes up for vote, Senate aides told the Post. Though Republicans hold a slim majority in the upper chamber, many Republicans still have issues with the plan they want addressed.

Should the Senate succeed in passing a bill before Majority Leader Mitch McConnell's July 4 deadline, it still would have to face a conference committee to iron out Senate and House differences.
