President Barack Obama destroyed trust with Republicans by moving forward with an executive order on immigration that will make future negotiations difficult on the issue, Rep. Aaron Schock told MSNBC's "Morning Joe."

Obama angered many Republicans when he bypassed Congress and announced on Thursday an executive order that will make sweeping changes to the nation's immigration system, including temporary protections from deportation for as many as five million illegal immigrants.

"I think the president has blown up the trust necessary for us to negotiate with him in good faith," the Illinois Republican said Friday. "His executive action attempts to do legislatively what he wants the Congress to do — that is, circumventing legislative powers and separation of powers of our Congress."

Schock said he was in favor of immigration legislation, but not a "behemoth, massive bill like the Senate passed." He said he favored bills that would address border security, a visa expansion, and solutions for problems brought about by the DREAM Act, adding the problem in passing legislation in the past was gridlock between the House and Senate.

"The problem was (Senate Majority Leader) Harry Reid said, 'We're not taking your bill.' And, the House said, 'We're not taking the Senate bill.' And, we were at a standstill last year, which is why things didn't get done," he said.

Schock said he was frustrated with Obama's announcement on immigration, because he "agreed with a lot of what he said." However, he said that didn't "justify his behavior, his action."

"This is very sweeping. And, so, what was aggravating, from my standpoint, was, Mr. President, if you really want to do those step-by-step issues you just outlined, then come work with Congress," he said.
