President Barack Obama is set to offer a job plans centered on a payroll tax cut in his speech Thursday night. But aides on Capitol Hill say his proposals have little chance of ending up in law,

The chances are “less than zero” for Obama to succeed with any legislation that isn’t completely offset by immediate spending cuts, a Republican aide said. The aide said major infrastructure spending isn’t going to happen. “We tried that once. Shovel ready turned out not to be shovel ready. It’s not happening again.”
The only factor that could change GOP minds is the party’s poor performance in polls after the debt ceiling debate, aides say. “There is some fear now that the president could run against the obstructionist, do-nothing Congress and win,” one aide said. But he still doesn’t think that will be enough to help Obama’s plan.
