Americans are so concerned about how he is handling, or failing to handle, crises such as the Islamic State (ISIS), illegal immigration and government surveillance that they now rank President Barack Obama as the country's least popular living president.
A CNN/ORC International poll
finds that Obama's abysmal 45 percent approval rating places him well behind all of his living predecessors — the Democrat-reviled George W. Bush, who now enjoys a 52 percent approval rating, George H.W. Bush at 64 percent, Bill Clinton at 64 percent, and Jimmy Carter at 56 percent.
"They can’t be happy about these numbers over here at the White House," CNN's White House correspondent Jim Acosta said. "President Obama’s approval numbers have taken a hit. After the president’s poll numbers were approaching that coveted 50 percent range earlier this year, public satisfaction is sliding once again."

"The big drag on the president’s approval numbers are on ISIS and government surveillance," Acosta said. "Roughly two-thirds of Americans don’t approve of the way he’s handling those issues."
The Washington Post
goes so far as to say that Obama's dismal performance actually has rehabilitated George W. Bush in the eyes of most Americans, citing other polls which show "President Obama’s approval rankings are sinking once again because of his disastrous foreign policy, the very same phenomenon that is causing former President George W. Bush’s favorability to rise."
The Post wrote, "If the definition of a conservative is a liberal who's been mugged by reality, perhaps a hawk is a Bush critic who’s lived in the Obama era."
that while Americans are not all that concerned about the state of the economy — with half saying the economy is on the upswing as compared to just 43 percent a year ago — 52 percent of Americans still say things are going badly, a sharp drop from March, when 53 percent said that overall, things were going well.
It is in areas other than the economy where America's real dissatisfaction with Obama becomes clear.
When it comes to Obama's performance in handling ISIS, 63 percent disapprove, while 67 percent disapprove of his handling of government surveillance within the U.S., and 60 percent are disappointed with Obama's handling of illegal immigration.
On ISIS, Obama's approval rating has plunged eight points since February, and his approval rating on illegal immigration has dropped four points in the same short time period, Breitbart News
And it's not just among Republicans that Obama is faring poorly. "The shift comes across partisan and demographic lines, with no one group's opinions driving the overall change," CNN said.
The Post notes that Obama's dismal approval rating strongly could affect the 2016 election, saying, "Hillary Clinton’s embrace of Obama’s foreign policy and her fingerprints all over the current policies become huge burdens for her in the general election."
It adds, "Jeb Bush need not be defensive about his brother (or his father, whose favorability rating is over 60 percent), especially in front of GOP audiences."
