As NYC Trash Piles Up, Gov. Cuomo Considers Sending Nat. Guard

New York Gov. Andrew Cuomo (D) is offering to send the National Guard to collect garbage in New York City as residents complain about the filth that continues to compile during the coronavirus pandemic.

“I'm getting a lot of complaints in New York City about the cleanliness of the city. The garbage piling up … I have offered to send in the National Guard to come help pick up the garbage. [The] state can bring in trucks, personnel, and clean up the city,” Cuomo said during a press briefing on Tuesday.

New Yorkers have told Cuomo that a delay in garbage collection has created “a difference in the environment,” the New York governor said.

“This is a public health pandemic,” Cuomo said. “Cleanliness matters.”

Cuomo is grappling with an increase in coronavirus infection rates throughout several counties in New York states.

The state has 20 zip codes with an average coronavirus positivity rate of 5%, which is about five times the average throughout New York. That's a stark contrast to the summer when the state held a steady rate of 1%

"We have, at this point, a cluster problem,” Cuomo said.

“A cluster problem is caused by lack of compliance," Cuomo said. "Why was there lack of compliance? Because the local government failed to do its compliance job. If you do not now control and attack the cluster, you have community spread.”
