Americans saw House Speaker Nancy Pelosi acting like an "incorrigible child" during President Donald Trump's State of the Union address and by ripping up her copy of his speech, and Congress should consider reprimanding her for her actions, presidential counselor Kellyanne Conway said Wednesday.

"That's typical of her," Conway told Fox News' "America's Newsroom." "We've seen it here again and again in the Situation Room, saw it in the Cabinet Room twice. Saw it in another meeting. She has a temper tantrum and leaves. Now the country saw it."

While Trump was speaking, Pelosi appeared to be reacting while she sat behind him next to Vice President Mike Pence, shaking her head or mouthing the words "not true" to some of the president's speaking points. Pence earlier Wednesday said he knew Pelosi was talking during the address.

Conway said either the House should censure Pelosi or the Senate should issue a resolution "denouncing her behavior last night."

Pelosi's actions also showed how "petty and peevish and partisan the Democratic Party has come," Conway said. "And for all the people out there who fancy themselves the armchair psychiatrist trying to analyze certain people, they ought to shift their craft over to Nancy Pelosi."

She also ridiculed Pelosi for talking while Trump was speaking.

“What is wrong with her? Who mutters to themselves through a State of the Union?" Conway said. "She looked like she was reading the Cheesecake Factory menu all night going through every single page."

Conway also on Wednesday downplayed the controversy over Trump appearing to snub Pelosi when she reached out to shake his hand before his speech.

"I’m not even sure it was purposeful," she said about Trump. "I’m not even sure he noticed her or her extended hand, and honestly, who cares? She’s one of the faces of impeachment . . . Donald Trump will forever be acquitted. She is irrelevant."
