Vice President Joe Biden will probably launch a presidential campaign, Republican strategist Karl Rove said Tuesday, and if he does, he'll be a "somewhat tougher" candidate for the eventual Republican nominee to defeat than Hillary Clinton.

"If you look at polls, for example, in Iowa, both Jeb Bush and Donald Trump beat Hillary Clinton, but Joe Biden beats Donald Trump," Rove told Fox News' "America's Newsroom" co-host Martha MacCallum. "In New Hampshire, Jeb beats Hillary and Hillary beats Trump but Biden beats Trump by a big margin."

Rove repeated claims he made in a Wall Street Journal column last week: He thinks Clinton will lose in New Hampshire and Iowa, but the election calendar will probably help her in several Southern and blue-collar states she won in 2008 against then-senator Barack Obama.

"Bernie Sanders or Joe Biden would have to do exceptionally well among black Democrats in the south, and I frankly think the calendar probably helps her," said Rove, a former White House deputy chief of staff and current Fox News contributor.

Meanwhile, he said he was taken aback by Clinton's Friday interview with Andrea Mitchell, in which she said she "did not give much thought" to using a private email server for her official and personal communications while serving as secretary of state.

He said he also is concerned for her "constant refrain" that she was allowed to use a private server.

"I worked in the White House for seven years," Rove said, questioning where Clinton got the authorization to have her own server installed.

He also questioned the plans to "reintroduce" Clinton to the United States, saying that after years in the public eye, America knows her, but politically, "she is in dreadful shape. She is in dreadful, dreadful shape."
