A Republican plan backed by President Donald Trump to overhaul the U.S. healthcare system passed through a second congressional panel on Thursday, despite controversy among lawmakers, hospitals and insurers about its unknown costs and impact on coverage.

The House of Representatives Energy and Commerce Committee approved the proposal to repeal and replace former President Barack Obama's "Affordable Care Act" by a vote of 31-23, after debating the draft legislation for more than 24 hours.

The plan had been approved early on Thursday by the tax-writing Ways and Means Committee.
