After the Chinese carrier Liaoning illustrated an unprecedented show of force with its Bismarck-like dash on Guam in December, Congress opened the floodgates of funding for the dithering U.S. Navy Shipbuilding program – which has been in the doldrums since the Reagan era.
But the upward spike of $4 billion in the Navy shipbuilding budget for Fiscal Year 2023 also creates a conundrum for Chief of Naval Operations Adm. Michael Gilday.
