Zogby/O'Leary: Independents Back Fed Hiring Freeze

Wednesday, 06 October 2010 12:52 PM EDT

Washington, D.C. — A breaking new poll finds that a strong majority of American voters want the federal government to freeze payroll increases for its employees, and institute a hiring freeze across all sectors of the federal government, except those that are related to security.

The poll was conducted by Zogby International on October 1-4 and surveyed 2,077 likely voters.

The poll asked:

Do you agree or disagree with implementing a freeze on payroll increases for federal employees?

A sizeable majority of voters (71 percent) say they agree with freezing payroll increases, including 44 percent who strongly agree. Only 24 percent disagree.

Large majorities of both independent voters (74 percent) and tea party voters (89 percent) also agree with a payroll freeze for federal employees.

Among voters who had to pay federal income taxes last year, 72 percent agree with freezing payrolls for federal workers, and among those voters who did not have to pay federal income taxes last year – either because their income level was below the taxable threshold, or their deductions negated any tax liability – 68 percent agree.

Likewise, a strong majority of small business owners (82 percent) agree with a federal payroll freeze.

The poll also asked:

Do you agree or disagree with a proposed hiring freeze of non-security federal employees?

A 65 percent majority of American voters agree with a hiring freeze for non-security federal employees. Just 25 percent disagree.

An even stronger majority of independent voters (68 percent) and tea party voters (88 percent) agree with a hiring freeze.

Among taxpayers, 69 percent agree that the federal government should cease hiring additional employees, as do 56 percent of non-taxpayers.

In addition, 69 percent of small business owners agree with a federal hiring freeze.

The Zogby International poll was commissioned by The O'Leary Report newsletter. The Poll surveyed 2,077 likely voters October 1-4, and has a margin-of-error of plus-or-minus 2.2 percentage points.
