The unleashing of the Stuxnet computer virus on Iran’s nuclear program has led to a growing concern that the United States could be the next victim of a “cyber Pearl Harbor” — an event that could shut down or destroy significant parts of the nation’s infrastructure, including the electrical power grid, water system and nuclear reactors — while its perpetrators remain anonymous. A highly destructive weapon that enables the user to remain invisible is something new in the history of warfare, and is sure to change the rules.
