Joe Biden touted the need for a new Cuba policy on the campaign trail, but as he enters office, he may not be able to quickly unravel all the restrictions put in place by President Donald Trump, and he faces heavy voter backlash if he does.
The Cuba issue could be a minefield for Biden, who lost Florida in part due to a lack of support in the Cuban community, which despises socialism and normalization of relations with the restrictive Castro regime, known for its human rights abuses.
