Russian President Vladimir Putin expressed a desire for a prisoner swap that would set wrongly imprisoned Wall Street Journal reporter Evan Gershkovich and Marine veteran Paul Whelan free. But any deal must be on his terms – and could ultimately put some high-profile Russian prisoners back on the streets.

The U.S. and Russia have engaged in two major – and controversial – prison swaps during the past 18 months and talks are reportedly underway for a third, as U.S. officials scramble to find high-value Russian prisoners that Moscow may want.
