President Barack Obama admitted on Monday
his administration still doesn't have a complete strategy to train Iraqis to deal with the Islamic State (ISIS), but a RAND Corp. official tells
Newsmax TV that even if he, did he wouldn't be funding it.
"The president has decided that as a policy goal that he's going to degrade and defeat this organization called ISIS, yet he's only willing to allow … 3,000 American troops on the ground to advise and train and assist," Richard Brennan, RAND senior political scientist, said Tuesday on "The Hard Line."

"He has very restrictive rules of engagement for the utilization of U.S. aircraft," Brennan said. "So what you've got at the end of the day is no possibility of having the strategy that could effectively achieve the ends because he's unwilling to provide sufficient resources."
He agreed with South Carolina Senator and GOP presidential candidate Lindsey Graham that the war with Islamic terrorists will last for years to come.
That includes a permanent force in the region, though not the 20,000-50,000 as some have suggested, he said.
"You can't show leadership without being there and being present," Brennan said.
