Report: Document Shows US Still in ISIS' Crosshairs

The Islamic State (ISIS) still has the United States in its crosshairs and details ways for lone wolf attackers to hit in a newly released operations manual, The Investigative Project on Terrorism reports.

The 64-page manual released on Twitter by an ISIS supporter is titled "Safety and Security Guidelines for Lone Wolf Mujahideen," and is an English abridged version of several Arabic lectures.

Lone wolf jihadists are instructed to conceal their identities by dressing in Western clothing, not having a beard if possible and avoiding mosques, Islamic institutes or Islamic libraries.

"You should make sure to not look particularly attached to religion," the manual advises. "A man who works on a secret operation should meddle in the general population."

But since the attackers would be people already inside the United States, their "entire life is a cover story – and a very strong one at that," the manual says.

Attackers are told to use believable stories, such as being engineers, doctors or tourists, and also to be patient.

Among the tips for jihadis:

  • Use Google Earth for surveillance.
  • Encrypt online communications.
  • Buy bomb ingredients in small purchases from different stores.
  • Cells should be independent of each other.
  • Keep information within cells on need-to-know basis.
  • Don't buy weapons from dealers.
  • Test weapons before an attack because the FBI gives suspects inert weapons.
