Priebus: Healthcare Reform Will Be One of Fastest Signature Bills 'Since Roosevelt'

A healthcare reform legislation will not only appear before the House for a vote this week, but will prove to be one of the "fastest pieces of signature legislation" to end up on a president's desk in decades, White House chief of staff Reince Priebus predicted Monday.

"This will be one of the fastest pieces of signature legislation to go through for a president since [Franklin Delano] Roosevelt, I believe," Priebus told "CBS This Morning" during an interview from the White House.

People make much of former President Barack Obama's stimulus bill, Priebus said, but "remember, that was prebaked during October during the financial meltdown and people on both sides of the aisle were writing the bill they passed in February."

Priebus also said he believes another of Trump's agenda items, tax reform legislation, will have passed by the end of the year.

Meanwhile, Priebus said he disagrees with the contention that the presidency has changed Trump, telling the program that his views, as well as his positions on trade and foreign policy remain the same, even though he may be talking about some aspects, such as NATO and China differently.

"With NATO, his position is countries need to pay up and pay their fair share," Priebus said.

And with China, the president is using his position to communicate with President Xi Jinping.

"I think it's an enormous job," Priebus said. "I'm sure you filming, me sitting here taking questions from you, it sort of changes you, right? It sort of makes you think about things a little differently."

However, he said he can't imagine a scenario at this time in which Trump and North Korean President Kim Jong Un will have a face-to-face conversation, unless Kim would "give up what he's put in mountainsides cross [his] country, and give up his drive for a nuclear capability and ICBMS. The answer is probably not and I don't see that happening."
