Second Woman Accuses Biden of Inappropriate Touching

A second woman has accused former Vice President and potential 2020 presidential candidate Joe Biden of inappropriate behavior, saying he grabbed her head and touched noses with her at a 2009 fundraiser.

Amy Lappos told the Hartford Courant that Biden acted inappropriately in his first year as vice president.

"It wasn't sexual, but he did grab me by the head," Lappos said. "He put his hand around my neck and pulled me in to rub noses with me. When he was pulling me in, I thought he was going to kiss me on the mouth."

Lappos, now 43, first detailed the experience in a Facebook post over the weekend.

The Oct. 5, 2009 fundraiser was held for Rep. Jim Himes, D-Conn. Lappos was working for Himes at the time. She never raised the issue publicly until the last few days.

"I never filed a complaint, to be honest, because he was the vice president. I was a nobody," Lappos told the Courant. "There's absolutely a line of decency. There's a line of respect. Crossing that line is not grandfatherly. It's not cultural. It's not affection. It's sexism or misogyny."

Lucy Flores, a former Nevada state representative and the 2014 Democratic nominee for Nevada lieutenant governor, accused Biden of coming up behind her, smelling her hair, and kissing the back of her head during a 2014 event at which he was campaigning for her.

"My brain couldn't process what was happening. I was embarrassed. I was shocked. I was confused," Flores said. "My name was called and I was never happier to get on stage in front of an audience."

Biden reacted to Flores's accusation by saying in a statement, "In my many years on the campaign trail and in public life, I have offered countless handshakes, hugs, expressions of affection, support and comfort. And not once — never — did I believe I acted inappropriately. If it is suggested I did so, I will listen respectfully. But it was never my intention."

Biden is soon expected to join the presidential race.
