Clinton Says U.N. Security Council Failed Syria

SANTO DOMINGO (Reuters) - U.S. Secretary of State Hillary Clinton said Wednesday that the United Nations Security Council abrogated its responsibility by not passing a resolution on Syria and said Russia and China would have to explain their vetoes to the Syrian people.

"We believe that the Security Council abrogated its responsibility yesterday," Clinton told a news conference in the Dominican Republic, where she was on an official visit.

"The countries that chose to veto the resolution will have to offer their own explanations to the Syrian people," Clinton said. (Reporting by Andrew Quinn; editing by Anthony Boadle)
